HARD FM QUANTATIVE SURVEYOR

Salary: £80,000 per annum

Working Hours: Permanent, Full Time, 40 hours per week (Mon - Fri) 8.30am – 7pm

Location: Cheltenham, Gloucestershire

We are currently recruiting for an experienced and commercial Quantity Surveyor (Hard Services) to join our Facilities Management team. This is a pivotal commercial advisory role responsible for driving financial governance, risk mitigation, and commercial control across our M&E, engineering, and hard services contracts.

In this role, you will protect contract profitability and protect commercial integrity—from evaluating baseline models to managing supply chain interfaces and variation workflows.

Key Responsibilities:

  • Commercial Governance & Cost Estimation: Develop accurate project and service cost estimations based on detailed asset registers, client maintenance schedules, and SFG20 industry standards to establish optimal labour requirements.
  • Commercial Modelling & Asset Validation: Formulate, evaluate, and rigorously challenge financial models and cost structures for complex technical hard services assets (M&E, HVAC, building fabric, and energy systems).
  • Performance Monitoring & Risk Control: Maintain continuous financial oversight of hard services delivery against baseline expectations, identifying cost variances, operational efficiencies, and commercial risks early.
  • Change & Variation Management: Formally assess, value, and administer all contract variations, scope changes, and risk events—ensuring financial adjustments are fully quantified and contractually justified.
  • Contractual Integrity: Review, interpret, and enforce industry-standard contract frameworks (e.g., NEC3/4, JCT, or bespoke agreements) to protect G4S's commercial liabilities and ensure full compliance.
  • Risk Identification & Strategy: Proactively identify financial, technical, or scope risks within asset registers and maintenance specifications, establishing clear mitigation strategies.
  • Dispute Prevention: Resolve commercial ambiguities early to prevent scope leakage and maintain collaborative relationships across all contract interfaces.
  • Package Management: Scope, define, and commercially manage technical subcontractor packages, ensuring rate cards, KPIs, and risk-sharing terms align with G4S business objectives.
  • Procurement Validation: Interrogate and negotiate supply chain proposals, benchmarking market rates to guarantee cost viability and maximum competitiveness.
  • Commercial Visibility: Produce clear, data-driven financial forecasts, cost reports, and strategic insights for internal management and client partners.

  • Cross-Functional Collaboration: Partner closely with operational teams, mobilization leads, and technical Subject Matter Experts (SMEs) to ensure commercial models match real-world delivery capabilities.

Key Competencies & Requirements

  • Proven experience in commercial management, quantity surveying, or cost estimation within Hard Services / Total Facilities Management (TFM).
  • Strong understanding of M&E systems, building fabric, HVAC, energy management, and SFG20 maintenance standards.
  • Expertise in commercial modelling, contract variation management, and supply chain control.

Excellent analytical and negotiation skills with a track record of protecting contract margins and compliance.
